The State Revolving Fund (SRF) program provides low-interest loans and principal forgiveness funding for planning, designing, building, or repairing water infrastructure in South Carolina. It is jointly administered by the South Carolina Department of Environmental Services (SCDES) and the Rural Infrastructure Authority (RIA), Office of Local Government. SCDES handles technical review and federal requirements, while RIA handles loan policies, credit reviews, agreements, disbursements, and repayments.
The Clean Water SRF supports sewer facilities and stormwater improvements addressing environmental and growth needs. The Drinking Water SRF supports water supply and distribution facilities needed to achieve or maintain compliance with drinking water regulations. Eligible work includes infrastructure upgrades, emerging contaminant projects, and lead service line replacement. Qualified water or energy reduction components, low-impact development, and environmentally innovative green practices may qualify for an incentive loan rate.
