Description
The Stormwater Grants of Regional or Statewide Significance (GROSS) program is administered by the Washington State Department of Ecology. It provides competitive funding to municipal stormwater permittees for activity projects that support implementation of permit-required stormwater programs. The program emphasizes shared benefits rather than work useful only to an individual permittee.
Funded projects must produce durable deliverables and either directly benefit multiple permittees’ stormwater management programs or demonstrate clear regional or statewide significance through transferable work. The focus is stormwater activities, not capital construction. Beginning in state fiscal year 2026, GROSS became part of Ecology’s Water Quality Combined Funding Program, which provides the application route and funding guidelines.
