The Netherlands Ministry of Foreign Affairs administers this grant policy framework to improve and transform the humanitarian system, rather than primarily fund direct responses to humanitarian needs. It supports efforts to develop new ways of working, test them in different settings, and translate experience into tools and approaches that can inform the wider humanitarian sector. Piloting must be embedded in a substantiated intervention logic and contribute to the framework’s policy objectives.
The framework addresses humanitarian access, anticipatory action, and a third policy objective. Applicants may address objective 1, 2, or 3 individually, or objectives 2 and 3 through the same intervention. Humanitarian access includes both responders’ ability to reach people and affected communities’ ability to receive aid. Anticipatory action focuses on crises caused or exacerbated directly, over relatively short periods, by human action or inaction—not naturally caused hazards or indirect, longer-term climate effects.
