Description
The Surface Transportation Block Grant (STBG) program is administered by the Washington State Department of Transportation (WSDOT) through Local Programs. WSDOT describes STBG as its most flexible highway program and the largest source of financial support to local agencies. It supports highway and bridge construction and repair, transit capital projects, bicycle and pedestrian infrastructure, recreational trails, and construction of ferry boats and terminals. Bridge and tunnel projects on any public road and intercity bus terminals are also eligible activities.
WSDOT allocates funding to Metropolitan Planning Organizations (MPOs) and county lead agencies, which select projects through public processes reflecting regional or county-wide priorities. WSDOT sets annual delivery targets for each selection agency. Local agencies and selection agencies must give their National Highway System routes priority during programming, considering route importance, roadway condition, and traffic impacts.
