Key Information: Workforce projects require collaboration with another Texas public institution of higher education.
The Texas Higher Education Coordinating Board (THECB) administers this competitive, state-funded program to encourage institutions to adopt, modify, redesign, or develop courses using only open educational resources (OER). OER are teaching, learning, or research resources in the public domain or licensed for free use, adaptation, and redistribution by anyone.
The second Request for Applications for Round 5, covering the 2026–2028 cycle, supports two kinds of faculty-led projects: adopting existing nursing OER and developing or substantially improving workforce OER. Projects must provide complete OER-only courses and demonstrate significant student savings. Selection priorities include courses supporting zero-textbook-cost degree pathways, full workforce course curricula, and workforce courses in statewide high-demand fields.
