Description
Delaware’s Division of Substance Abuse and Mental Health (DSAMH) administers Tier 4.A-H through its State Opioid Response Tier Award Program, funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). The program supports hospital emergency departments implementing Screening, Brief Intervention, Referral to Treatment (SBIRT+) and follow-up for people at risk for or experiencing opioid, stimulant, or other substance use disorders.
Projects integrate validated screening, motivational interviewing, medication for opioid use disorder (MOUD) induction, warm handoffs, navigation, and follow-up into routine emergency care. The goal is to improve patient outcomes and connections to treatment and recovery resources. The broader State Opioid Response program focuses on pregnant and parenting people, veterans, high-need communities including rural areas, justice-involved populations, and school-aged youth.
