Description
Delaware’s Division of Substance Abuse and Mental Health (DSAMH) administers Tier 4.A through its State Opioid Response (SOR) Tier Award Program, supported by SAMHSA. It funds implementation of SBIRT+: Screening, Brief Intervention, Referral to Treatment, and follow-up. The goal is to identify people with, or at risk for, opioid or stimulant use disorders and connect them with services before more severe consequences occur.
The program supports early intervention in outpatient medical practices and community settings. SOR priorities include pregnant and parenting people, veterans, people in high-need zip codes (including rural communities), justice-involved people, and school-aged youth. Projects combine validated screening with supportive intervention, treatment connections, follow-up, and naloxone education or referrals.
