This program provides annual formula grants to Illinois public school districts, supporting initiatives that prepare, train, and recruit high-quality teachers, principals, and other school leaders. The goal is to increase academic achievement for all students by enhancing educator effectiveness through professional development, induction and mentoring programs, and targeted recruitment and retention strategies. Funds may also be used to reduce class sizes and support evidence-based educator development initiatives. Nonpublic school teachers located within district boundaries may participate in Title II services through required consultation.
