The FY 2027 competition funds Phase 1 projects focused on transforming preservice teacher education systems. Solutions must help attract, train, and retain preK–12 general and special education teachers prepared to deliver high-quality instruction to students with or at risk for disabilities. Projects propose deliverables and measurable indicators of progress. Phase 1 must examine teacher outcomes, but need not measure student outcomes. Conventionally detailed research plans and pilot data are not required.
