--- ## Description This opportunity, issued by the United States Military Academy (USMA) at West Point under the Dept of the Army -- Materiel Command, is a Broad Agency Announcement (BAA) soliciting proposals for cutting-edge research and development projects. The BAA is designed to foster collaboration with academic, nonprofit, governmental, industry, and international partners to address scientific, technological, engineering, mathematics, education, policy, and social science challenges relevant to Army needs. Research areas are wide-ranging and include (but are not limited to): - Socio-Cultural studies - Information Technology - Ballistics, Weapons, and Protections - Energy and Sustainability - Materials, Measurements, and Facilities - Unmanned Systems and Space - Human Support Systems - Artificial Intelligence, Machine Learning, and Quantum Technologies Proposals should aim to produce discoveries or innovations with significant potential impact for new or improved Army technologies, operational capabilities, or foundational knowledge. The BAA provides a mechanism for continuous submission and review of whitepapers and proposals throughout the announcement period. --- ## Due Dates - April 1, 2020: Opening date for submissions - March 31, 2027: Final closing date for applications (no further submissions accepted after this date) All proposals must be submitted by March 31, 2027. Proposals may be submitted at any time during the open period. --- ## Funding Amount - There is no specified minimum or maximum funding amount per award. - Award size, duration, and total funding are determined by the scope, merit, and available resources for each project. - Awards may be made as contracts, grants, cooperative agreements, or other transaction agreements. - No cost-sharing or matching is required. --- ## Eligibility Eligible applicants include: - Institutions of higher education (domestic and foreign) - Nonprofit organizations - State and local governments - For-profit organizations (including large and small businesses) - Foreign organizations and foreign public entities Proposals from all eligible entities must be for novel study and experimentation that advance the state of the art or increase fundamental knowledge. Proposals focused solely on specific devices or components are not within the scope of this BAA. --- ## Application Process - **Whitepaper submission is strongly encouraged** before preparing a full proposal.
