Description
The Urban-State Traffic Engineering Program (U-STEP), administered by the Iowa Department of Transportation, supports locally led construction improvements that solve traffic operation and safety problems on primary roads in Iowa cities. Projects must involve a municipal extension of a primary road. The program supports both spot improvements at a single location and linear improvements spanning two or more intersections.
An engineering analysis of the problem area is required to support the proposed work. Cities may use the Iowa Traffic Engineering Assistance Program (TEAP) for this analysis, and a TEAP study can provide a basis for a U-STEP request. Iowa DOT staff select and approve projects, and DOT reviews project plans and specifications.
