The State Homeland Security Program (SHSP), administered in Utah by the Utah Division of Emergency Management (DEM), supports risk-driven, capabilities-based State Homeland Security Strategies. Part of FEMA’s Homeland Security Grant Program, it funds planning, organization, equipment, training, and exercises to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events.
Projects address capability targets identified through Urban Area, State, and Regional Threat and Hazard Identification and Risk Assessments (THIRAs). These targets are assessed in the State Preparedness Report (SPR) to identify preparedness needs. Utah coordinates SHSP through the Utah Regional Coordination Council (URCC) and County Emergency Managers, prioritizing unified efforts that build statewide capabilities while sustaining and supplementing local emergency management and homeland security programs.
