Vermont EPSCoR’s Phase (0) program supports preliminary proof-of-concept feasibility studies that prepare Vermont small businesses for federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) competitions. Applications should propose innovative, business-related scientific research and explain how the results will support a follow-on federal funding application.
Jointly funded by the National Science Foundation (NSF) and NASA, the program seeks projects aligned with at least one federal agency offering SBIR/STTR funding. Data science, computer science, and aerospace technology receive priority consideration. Vermont EPSCoR expects to make five awards for the 2027–2028 cycle, including one in an area of interest to NASA. The central selection consideration is the project’s potential for success in federal SBIR/STTR competitions.
