    Description

The Violence Intervention and Prevention Program (VIPP), administered by Maryland’s Governor’s Office of Crime Prevention and Policy (GOCPP), supports evidence-based and evidence-informed health programs that prevent and reduce gun violence. These approaches use public health principles, scientific research, and data collection to establish outcomes or evaluate factors affecting gun violence. Maryland established the program fund in 2018.

The current SFY 2027 opportunity selects an independent third-party evaluator, rather than funding direct-service implementation. The evaluator will assess implementation, reach, participant experiences, outcomes, and effectiveness where the design and evidence support it. The evaluation must cover every VIPP-funded program and synthesize findings across similar program models, accounting for differences in development, populations, context, readiness, and data. Findings will inform program improvement, sustainability, technical assistance, and future funding decisions.
