    Description

The Governor’s Office of Crime Prevention and Policy (GOCPP) will select an independent evaluator to assess programs funded through Maryland’s Violence Intervention and Prevention Program (VIPP). The evaluation examines implementation, reach, services, participant experiences, and outcomes, with conclusions about effectiveness only where the design and available evidence support them.

The work must cover every VIPP-funded evidence-based or evidence-informed health program and synthesize findings across similar program models. Methods must account for differences in program development, populations, implementation context, evaluation readiness, and data availability. Findings will inform program improvement, sustainability, technical assistance, evaluation capacity, and future funding decisions. VIPP’s statutory framework requires ongoing evaluation and public posting of results, with privacy and confidentiality protections.
