    Description

The Public Works Board’s FY27 Traditional Programs Pre-Construction Funding opportunity, offered through the Washington State Department of Commerce, supports work needed to prepare public infrastructure projects before construction. The Board’s broader purpose is to help counties, cities, and special purpose districts repair, replace, or create infrastructure through loans and grants.

Supported pre-construction activities include design engineering, bid-document preparation, environmental studies, right-of-way acquisition, value planning, permits, cultural and historic resources, and public notification. Funding may also support capital facilities planning. Eligible systems span domestic water, roads and streets, bridges, sanitary sewer, solid waste, recycling and organics, and stormwater. Applications are accepted continuously and pooled for quarterly awards until funds are expended.
