Description
Wastewater Planning Matching Grants help municipal and county wastewater utilities identify infrastructure needs and prepare projects for financing through Delaware’s Water Pollution Control Revolving Fund, also known as the Clean Water State Revolving Fund (CWSRF). DNREC Environmental Finance administers the program and provides technical and financial guidance. Funding supports general wastewater planning, updates to wastewater facility plans, engineering reports, and project-specific studies needed to support a loan application.
Eligible studies include general and regional facility planning, feasibility analysis, inflow and infiltration studies, and studies necessary for permit applications, such as hydro-geological studies. The program finances planning that identifies potential CWSRF projects, rather than project design. An Environmental Finance Planner serves as project manager and reviews completed work and deliverables before payment.
