    Description

The Wisconsin Department of Health Services’ Division of Care and Treatment Services funds establishment of a family-centered substance use disorder treatment program for pregnant women and mothers with dependent children up to age 5. Authorized under Wis. Stat. § 46.86(1), the program aims to prevent children from entering out-of-home care by addressing treatment and support needs across each woman’s identified family unit.

The program supports in-person services in community-based residential, in-home, or outpatient settings. Treatment should follow National Center on Substance Abuse and Child Welfare guidance or other evidence-based guidance. Priorities include gender-responsive treatment, coordinated care, parenting education, vocational and housing assistance, and supportive services for women and children. Programs must also provide continuing aftercare and plan for sustainable delivery beyond the grant.
