The Wisconsin Department of Health Services’ Division of Care and Treatment Services administers this supplemental funding opportunity to ensure that individuals ordered to treatment following an operating while intoxicated (OWI) conviction are not denied access because they cannot pay. Established under 1999 Wis. Act 9 and Wis. Stat. § 20.435(5)(hy), the program addresses treatment costs that client fees, insurance payments, and retained driver improvement surcharge funds do not cover.
Funding directly offsets treatment costs for Intoxicated Driver Program (IDP)-referred clients who are uninsured, underinsured, or experiencing financial hardship. Supported services include outpatient counseling, day treatment, residential care, and other levels of care required by a driver safety plan. Awards address documented unmet costs across Tribal nation and county service systems, reducing financial barriers to completing ordered treatment.
