The Wisconsin Department of Administration’s Division of Energy, Housing and Community Resources (DEHCR) administers CDBG Public Facilities funding through an annual competitive process. The program supports public infrastructure and facilities critical to community vitality and sustainability. Projects must meet a CDBG National Objective: benefit low- to moderate-income (LMI) individuals, prevent or eliminate slum and blight, or address an urgent local need. Projects meeting the LMI objective receive priority in scoring and awards.
Eligible work includes construction, expansion, rehabilitation, accessibility modifications, and improvements to streets, sidewalks, water systems, sanitary and storm sewers, drainage and retention facilities, community and senior centers, libraries, fire stations, and homeless shelters. Blighted-property acquisition, demolition, clearance, and rehabilitation may also qualify. Public facility projects must primarily benefit residents rather than businesses or industrial districts.
