Key Information: Libraries must lend only Class 1 and Class 2 e-bikes to Washington residents and share participant travel data for evaluation.
The Washington State Department of Transportation (WSDOT) administers this program to establish or continue operating e-bike lending libraries. Libraries give people free opportunities to borrow e-bikes for a fixed period and explore how they fit into daily travel. Programs are designed with the communities they serve and may offer short-term loans, long-term loans, or loan-to-own arrangements.
The program supports employee commuting through Commute Trip Reduction (CTR) efforts and expands access for low-income residents and overburdened communities. Each library includes borrower eligibility checks and mandatory education. Funding comes from Washington’s Climate Commitment Act, which supports efforts to reduce climate pollution, create jobs, and improve public health. The University of Washington evaluates the program using participants’ travel data.
