The Washington State Department of Transportation’s Pre-Apprenticeship & Supportive Services (PASS) Program supports providers helping socially and economically disadvantaged individuals enter highway construction careers across Washington. The program seeks to increase workforce diversity through community outreach, individual assessments, pre-employment preparation, training, mentorship, and assistance removing barriers to participation. Target populations include women, minorities, unhoused individuals, veterans, formerly incarcerated people, and people leaving foster care or juvenile rehabilitation.
Administered through WSDOT’s external workforce development programs in partnership with Career Connect Washington, PASS supports pathways into highway construction trades and registered apprenticeships. Its service levels distinguish programs primarily serving unhoused participants, broader pre-apprenticeship pathways, and trade-specific direct-entry training. Supportive services help participants complete training and move toward employment on WSDOT projects.
