Description
The Wisconsin Technical College System (WTCS) administers this Adult Education & Family Literacy Act (AEFLA) Category Three grant to support education for people in correctional settings and other institutionalized individuals. The program funds eligible providers delivering Adult Basic Education, English Language Learning, or both, to fulfill Section 225 of Title II of the Workforce Innovation and Opportunity Act (WIOA).
The program emphasizes the quality, intensity, and duration of educational services rather than simply the number of students served. Grantees are expected to offer instruction spanning at least three National Reporting System (NRS) levels, supporting a range of instructional needs within correctional and other institutional settings.
