Description
The Zero-emissions Access Program (ZAP), administered by WSDOT’s Public Transportation Division, funds zero-emission carshare pilot programs in underserved and low- to moderate-income communities. It aims to expand clean-fuel transportation access, particularly where reliable public transit is limited or transportation-corridor emissions exceed state or federal standards. Funding comes from Washington’s Climate Commitment Act.
The program supports shared vehicles, charging equipment, carshare-specific charging infrastructure, and the operational work needed to develop and manage services. Carshare is a membership-based service providing shared vehicles for short-term use without ownership costs. WSDOT encourages community-tailored projects with accessible vehicles, safe locations, translated materials, outreach and training, and participation options for people without bank accounts or reliable technology access. Partnerships with equity-focused community organizations support engagement and education.
