Virginia Department of Housing and Community Development

The Virginia Department of Housing and Community Development (DHCD) is the Commonwealth's lead agency for affordable housing, community and economic development, broadband expansion, and the state building and fire codes. DHCD partners with local governments, planning district commissions, nonprofits, housing developers, and regional councils to create safe, affordable, and prosperous communities across Virginia. DHCD administers a large portfolio of state and federal funding programs, including the federal Community Development Block Grant (CDBG) program for non-entitlement localities, the GO Virginia regional economic-development grants, the Virginia Telecommunications Initiative (VATI) broadband grants, the Industrial Revitalization Fund, Virginia Main Street and Community Business Launch, the Virginia Enterprise Zone job-creation and real-property-investment grants, the Affordable and Special Needs Housing (ASNH) program, homelessness programs such as the Virginia Homeless Solutions Program and Housing Trust Fund Homeless Reduction Grants, the Virginia Eviction Reduction Program, and weatherization, lead-hazard, and home-repair programs. Most programs run annual or semi-annual competitive rounds submitted through DHCD's Centralized Application and Management System (CAMS). Eligible applicants vary by program and include units of local government, planning district commissions, regional councils, nonprofit and for-profit housing developers, public housing authorities, and community-based organizations.
