California State Water Resources Control Board
The California State Water Resources Control Board (the State Water Board, part of the California Environmental Protection Agency) is one of six branches of the California Water Boards. It sets statewide water quality and water rights policy and, through its Division of Financial Assistance (DFA), administers the state's water-related grant and loan programs. The Division of Financial Assistance funds construction of drinking water treatment and distribution systems, municipal sewage conveyance and treatment, water recycling facilities, remediation of underground storage tank releases and groundwater contamination, nonpoint source pollution control, stormwater projects, and technical assistance and drought support for small, disadvantaged communities. Funding flows through programs such as the Clean Water and Drinking Water State Revolving Funds, Proposition 1/4/68 grant programs, the SAFER (Safe and Affordable Funding for Equity and Resilience) program, and numerous cleanup and abatement accounts.
