Homes and Community Renewal
New York State Homes and Community Renewal (HCR) is the State's affordable housing agency with a comprehensive mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State. HCR works with private, public, and nonprofit partners to create safe, healthy, and affordable housing opportunities for all New Yorkers. The agency is currently charged with implementing Governor Hochul's $25 billion, five-year housing plan aimed at creating or preserving 100,000 affordable homes, including 10,000 with support services for vulnerable populations. HCR's key focus areas include multifamily housing financing, homeownership support through SONYMA (State of New York Mortgage Agency), community revitalization through state and federal grants, rent regulation and tenant protection, and ensuring fair housing opportunities across New York State.
